LGED seniority list ignoring ministry recommendations, ‘deprived’ engineers unhappy

Controversy has arisen over the draft seniority list of engineers prepared by the Local Government Engineering Department (LGED). The recommendation of the Ministry of Public Administration was not taken in the case of engineers coming to the organization from various development projects. Although there is a question about regularization of the jobs of these engineers, they have been given priority in the list. This has led to dissatisfaction among more than six hundred engineers in the revenue sector of the company.

The last seniority list of Class I Engineers in LGED was in 2008. After that there was no new list. After 16 years, LGED published the draft seniority list notification on 11th of this month. If any of the officials concerned have any objection regarding the list, they are asked to inform within 30 working days of publication of the notification.

The draft list has been prepared as per the rules. If anyone has objections, let me know. If their objections are reasonable, there is an opportunity to take them into consideration.

257 engineers who once worked in various development projects of the government have been assimilated in the revenue sector of the organization on the orders of the court. It is alleged that the rules were not properly followed in regularizing the jobs of these engineers. However, they got one round of promotion.

There is a regulation regarding regularization and determination of seniority of posts transferred from development projects to revenue sector. According to these rules of 2005, the recommendation of the PSC will be required to regularize the officers recruited to any post under the purview of the Public Service Commission (PSC).

This reporter spoke with five engineers of LGED’s revenue sector. On condition of anonymity, they said, there is ambiguity regarding regularization of assistant engineers from development projects in the organization. This is mentioned in LGED’s own document. However, in 2018, a large number of them were promoted by the authorities. This time, these engineers have again been given priority in the seniority list. They consider the issue as ‘unfair’.

LGED Supervising Engineer (Administration) Belal Hossain told Prothom Alo that this is the draft list of seniority. It may contain errors. If anyone has objections, there is an opportunity to express objections or opinions with data. After verifying the objection, the Ministry of Local Government will give the final decision.

LGED’s revenue sector engineers said that 131 people in 2010, 109 in 2011 and 17 in 2013 were assimilated from the development project to the revenue sector as per the order of the court. There are questions about the regularization of these absorbed engineers in the organization. PSC recommendations were not taken in respect of these 257 engineers.

LGED’s former chief engineer Sheikh Mohammad Mohsin wrote a letter to the local government department on August 29, 2022. In that letter, it is said that the opinion of PSC has not been taken regarding the regularization of these assistant engineers in the revenue sector.

The issue of regularization is also not clear in the notification of posting of assistant engineers in revenue sector from development projects. In the notification issued in 2010 and 2011, the service conditions number 1 states that the seniority of the officers will be counted from the date of issue of regularization order. However, the LGED authorities have not issued any notification for the regularization of the jobs of these engineers later.

The local government department wrote to seek the opinion of the public administration ministry on the seniority issue. The Ministry of Public Administration expressed its views in a letter to the Local Government Department dated 26 October 2022. It is said in that letter that it is not clear whether other formalities including acceptance of PSC’s recommendation for regularization of 257 people assimilated in the revenue sector from the development project have been completed or not.

The Ministry of Public Administration opined that it would be appropriate to take up the process of preparing the seniority list only after the regularization of the engineers coming from the project is confirmed. However, the draft seniority list has been prepared without taking this opinion into account, complained the deprived engineers of the organization.

In this regard, the Joint Secretary of Local Government Department (Development Division) Kamal Hossain said to Prothom Alo that the draft list has been prepared in accordance with the regulations. If anyone has objections, let me know. If their objections are reasonable, there is an opportunity to take them into consideration.

Two engineers who are regulars from the project declined to speak when contacted. As they do not have any organization, no official statement was received.
